Strengthening UDOT’s 5311 Program: Grant Support and Compliance Management
SRF partnered with the Utah Department of Transportation (UDOT) to manage and improve the state’s FTA Section 5311 Program, which provides transit funding for rural areas. Acting as an extension of UDOT staff, SRF played a key role in program oversight, grant management, and compliance improvements.
SRF’s contributions include:
- Assisting with FTA State Management Review, leading the development of critical documents such as the Title VI Plan, State Management Plan, and Procurement Plan.
- Providing training and capacity-building for UDOT teams, including procurement, planning, consultant services, and the Office of Civil Rights.
- Supporting federal grant management, helping UDOT prioritize projects, close out at-risk grants, and refine the transit grant solicitation process.
- Participating in UDOT/FTA coordination meetings to track program progress and maintain compliance.
- Enhancing procurement oversight, ensuring federally funded projects meet regulatory standards.
- Providing subrecipient training, equipping local agencies with the knowledge needed to manage transit grants effectively.
Through strategic planning, compliance improvements, and hands-on program management, SRF helped UDOT modernize and streamline its 5311 Program, ensuring continued success in funding and delivering rural transit services across Utah.
