Rory Rhinesmith, PE

Rory is a recognized leader on transportation policy and funding and has established relationships with elected leaders and industry stakeholders. In addition to assisting with regional business development, Rory contributes to major transportation projects at SRF.

Prior to joining SRF, Rory was with the Wisconsin Department of Transportation, where he last served as the Deputy Administrator of Statewide Bureaus. He managed the development and management of statewide programs, policy, and guidance in the areas of design, construction, materials, surveying, real estate, structures, environmental services, civil rights, labor compliance, highway maintenance, roadside facilities, and traffic operations.  Rory has established strong working relationships with industry stakeholders, including the Wisconsin Transportation Builders Association (WTBA), American Council of Engineering Companies (ACEC), Wisconsin County Highway Association (WCHA), and Federal Highway Administration (FHWA).

During his 30+ years at WisDOT, Rory played key roles in delivering transportation mega projects, including:

• USH 41 Reconstruction
• I-39/90 Expansion
