As a Director in SRF’s Transit Planning practice, Joseph Kapper has dedicated his career to improving the quality of transit service for urban and rural agencies across the country. He is a seasoned planner and project manager with a diverse background in transportation policy analysis, transit planning, community development, public programming, and project delivery.
“I love working in the transit industry because of how interdisciplinary it is, existing in the worlds of service planning, urban design, public administration, and social work. I learn something new with each project and the positive impacts our work has on people’s lives is particularly rewarding. My favorite projects are those that blend the long-range planning and day-to-day operations of a transit system.”
His career has focused on areas include leading strategic planning efforts for transit agencies, transit service and operations planning, university campus transit planning, state and federal compliance, Americans with Disabilities Act (ADA) planning, and community engagement. In addition to leading urban transit corridor projects, he specializes in working with state departments of transportation as well as midsized urban and rural communities.
