Brooklyn Boulevard Reconstruction

Brooklyn Boulevard (CSAH 152) in Brooklyn Center is a primary transportation corridor that provides access to the city from I-694 and TH 100 and serves as a connection between Minneapolis and its northern suburbs. The mix of residential and commercial areas in the corridor reflects the evolution of the community: post-World War II housing, similar housing converted to businesses, smaller locally-owned businesses, national chain businesses, and offices.

SRF provided concept development, right-of-way acquisition, preliminary layouts, final design, public involvement, and construction management services for the reconstruction of a 2.3-mile section of Brooklyn Boulevard from 49th Avenue to I-94, a four-lane urban roadway with turn lanes at intersections. Due to the significance of the corridor, several project partners came to the table to improve their own facilities as part of the overall project, including the City of Brooklyn Center, Hennepin County, MnDOT, Metro Transit, and City of Minneapolis. We provided a turnkey approach for all deliverables including agency coordination, public engagement, permit submittals, construction plan review and approvals, and final project cost estimates. We also provided construction administration services to ensure construction met MnDOT’s Standards and Specifications.

The reconstruction project included intersection modifications and reconfiguration, bridge rehabilitation, new trail system, access modification, resurfacing, and landscaping and streetscaping elements. This project has realized immediate enhancements along the corridor with significant long-lasting benefits, including:

  • New trail system including on-street bike lanes on the south portion of the corridor
  • Improved roadway safety with the addition of turn lanes and corridor access modifications
  • Enhanced transit stop locations with benches, trash receptacles and plantings, including a new transit stop
  • Aesthetic improvements with street lighting, under-grounding of overhead utilities, and city monuments
  • Redevelopment opportunities of properties adjacent to the revitalized corridor

Traffic and pedestrian safety benefits include:

  • Center island refuge at signalized intersections
  • Removal of channelized free right turn movements to reduce vehicle speeds at intersections
  • Addition of turn lanes at several intersections
  • Access modifications
