TH 210 Design-Build

In June 2012, more than 10 inches of rain fell over the course of a few hours in the surrounding area of Jay Cooke State Park, just south of Duluth, Minnesota. The storm caused considerable flooding and property damage including major road washouts and multiple landslides along TH 210. The road washouts were quickly repaired in order to reopen the road. Unfortunately, the landslides continued, causing ongoing problems with the road integrity.

Through a competitive design-build proposal process, MnDOT selected the Veit/Barr/SRF team to design and implement repairs to more than 20 landslide areas along the roadway. Among other responsibilities, SRF led the environmental compliance effort comprising NPDES and DNR permitting, erosion control plan development, and in-construction inspections and monitoring.

SRF’s environmental compliance staff prepared the erosion control plans, site management plans for construction access, and the SWPPP. Our vegetation specialists developed specific vegetation establishment and soils management plans to deal with poor soils on the project. The NPDES permit and a DNR dewatering permit were also obtained. The staff conducted weekly or bi-weekly site inspections, prepared inspection reports and SWPPP amendments, and provided day-to-day guidance to Veit’s construction staff related to erosion control, sediment management, vegetation establishment, soils management, and permitting issues.
